Dubai has three main passes worth comparing and they work very differently. The Dubai Explorer Pass ($209+) is a flexible "pick X attractions from a list of 50+" pass — you choose 3, 5, or 7 attractions and can use them over 60 days. Best if your itinerary isn't locked. The Dubai All-Inclusive Pass is similar but a fixed bundle (Burj Khalifa + Aquaventure + Dubai Frame + IMG Worlds, for example) — cheaper per attraction but you have to use them all.
Combo tickets ($91+ for two-attraction combos) are simpler still: Burj Khalifa + Dubai Aquarium, or Aquaventure + Atlantis Lost Chambers, sold as a single bundle. These save 15–20% versus buying separately and are best if you only have 2 days and a tight list.
Quick math: when does a pass beat individual tickets? Three attractions: the Explorer Pass is usually a wash. Four attractions: 20–25% savings. Five+: 35–40% savings, easily. The pass also covers skip-the-line at most venues, which is worth $10–$20 per ticket at peak times in itself.

What happens if it rains and I can't use the pass?
